Anglican Welfare Council (AWC) started as a  Christian Welfare Service in 1967 and registered with the Registrar of Societies in 1975. The community services involved during that time were the Student Ministry, School Counseling Service, Senior Citizens Ministry, Visitation Ministries and Financial Caseworks & Outpatient Counseling’s. Our objectives were to impart the love of Jesus Christ to the sick and needy and to give them hope for the future. It was during 1980s that AWC was renamed Singapore Anglican Welfare Council (SAWC). The Executive Committee members decided to focus more on rehabilitation for the mentally ill and also to help those who were in crises. We managed three mental rehabilitation centres namely, Balestier Care Centre (BCC), Elliot Road Care Centre (ERCC) and Hougang Care Centre (HCC) and one crisis shelter, the East Coast Care Centre which is now known as St. George’s Place (SGP). We had the vision to build a purpose built building to house and rehabilitate the psychiatrically disabled. That was not to be until 27 December 2004 when Simei Care Centre (SCC) was completed.

With the change of times and to better manage its services within the Anglican family, on 29 October 2004 the name was again changed from SAWC to Singapore Anglican Community Services (SACS). SACS is going through a series of restructuring and expansion of its ministries with the amendment of the organisation’s constitution. It has  been God’s blessings that as we end a milestone, many new chapters and challenge will be opened to us.

2004 was also a year of  design, planning, organizing and development of Simei Care Centre. The building was completed in December 2004 and this was a long awaited vision that has finally been realized. The staff of Balestier Care Centre and Elliot Road Care Centre did a wonderful job in moving  to Simei. The official opening of SCC by the President of the Republic of Singapore is Scheduled on April 9, 2005.

Simei Care Centre is as place for a comprehensive range of rehabilitation programmes  to meet the varied needs of our members. It is a place of recovery for people with psychiatric disabilities, where they can find compassion, comfort and love. The emphasis of SCC involves helping the members to attain vocational skills in in-house work units, job placement in internal social enterprises and sheltered workshop or external employment. We believe employment and job experiences will help our members to recover and give them a sense of well being and hope for the future.
